The Marcia Coggs Human Services Center, located on 12th and Vliet, was originally built as the Schuster Department Store and has been renovated multiple times over the last 25 years. In the late 1980's all of the windows were blocked in order to reduce energy consumption and provide increased security. The current renovation includes 150,000 sq.ft. over three floors, and 20,000 sq.ft. in the basement.

The renovation consisted of masonry cleaning, window replacement, interior renovation, ADA upgrades, mechanical, electrical and plumbing modifications, and sidewalk abandonment. The architectural scope included a comprehensive programming study with all of the different sections within Human Services. The study included interviews with the staff, setting office standards and developing adjacency diagrams. After programming, Continuum completed a full set of construction documents and cost estimates. The building features colorful mosaics over the windows by California artist Johanna Poethig.
