Compliance projects are those which are subject to historic preservation laws implemented by local governments, state agencies, or federal agencies.

Statutory laws vary but may apply to historic properties seeking the issuance of permits, licenses, variances, or grants of financial assistance. The State Historic Preservation Officer (SHPO) reviews proposed actions to determine potential adverse effects and negotiates outcomes as needed to avoid, minimize, or mitigate adverse effects.

Federal agencies and federally funded projects are required by Section 106 of the National Historic Preservation Act of 1966 (NHPA) to assess the effects their undertakings may have on historic properties. If project scope may adversely affect any historic property, the funding agency and property owner must enter into a Memorandum of Agreement (MOA) documenting strategies to avoid, minimize, or mitigate adverse effects.
